无人机技术在打击盗抢汽车犯罪中的应用——以在四川藏区的执飞为例

盗抢汽车犯罪专业性、团伙性强,且涉及集盗抢、运输、改色改号、收销赃等诸多环节,具有销赃快、转手多,涉及地多为民族地区等特点。对盗抢汽车犯罪者的追堵、抓捕等侦查工作,现场对抗性强、危险性大,犯罪者往往不计后果,疯狂冲关逃窜。这给公安民警、周边群众的生命财产安全造成严重威胁。无人机技术的应用有助于克服打击盗抢汽车犯罪的困难。以侦破四川“5·17”特大盗销汽车犯罪案件为例,工作地涉及飞行条件特殊的四川藏区,侦破组大胆创新,通过建立区域数字正射影像、建立重点区域3D模型、实施空中跟踪和巡查,很好地发挥了无人机技术的优势,形成了新的战法。

Car theft and robbery crime shows features of profession,gangs,many links such as theft and robbery,transportation,color change,receiving and selling stolen goods.Selling stolen goods is at a fast pace and with many times resale.The places involved in the case mostly are ethnic areas.The investigation work is dangerous with high confrontation because the criminals are reckless crazy for escaping,which brings threat to life and property security of the people and police.The application of UAV technology is helpful to overcome these difficulties.The investigation of"5·17"major car theft and robbery crime case in Sichuan is a typical example.The investigation team made great innovation.They established regional digital orthoimage and 3D model of key areas,implementing aerial tracking and inspection,which gave full play to the advantages of UAV technology,overcoming the special flight conditions in Sichuan Tibetan areas and forming a new operation method.
