自从美国提出"印太"战略之后,"印太"一词逐步成为国际关系领域的重要话语范式。印度莫迪政府对"印太"概念经历了初步接受、积极回应和调整重构等不同阶段,并最终确定了印度版的"印太"战略构想。印度接受"印太"概念有提高印度的国际地位、加强对中国的制衡能力、获取实质性经济利益等战略考量。在印太战略指导下,印度积极加强海军实力建设,大力推进大国平衡外交、积极参与印太地区安全事务、着力提升周边互联互通和对印太地区安全事务的影响力。面对印度的印太外交实践给中国带来的巨大安全压力,中国应加强海军能力建设以坚定维护国家海洋权益,同时继续增进与印度之间的战略互信,尝试推动"一带一路"倡议和印度版"印太"概念的对接。

Since the United States proposed the‘India-Pacific’strategy,this term has gradually become an important discourse paradigm in the field of IR.The Indian Modi administration has experienced different stages on this concept:initial acceptance,positive response,adjustment and reconstruction of the concept and finally determined the Indian version of the‘India-Pacific’strategy.There are some strategic considerations,such as improving India’s international status,strengthening its ability to balance China,and obtaining substantial economic benefits.Under the guidance of India-Pacific strategy,India has actively strengthened its naval strength,vigorously promoted the balanced diplomacy of major powers,actively participated in the security affairs in India-Pacific region,and made great efforts to enhance the connectivity and influence on the security affairs in India-Pacific region.Facing the huge security pressure brought to China by India’s Indian-Pacific diplomatic practice,China should strengthen its naval capacity-building to firmly safeguard the country's maritime rights and interests,at the same time continue to enhance strategic mutual trust with India and try to promote the docking of the Belt and Road Initiative and the Indian version of‘Indian-Pacific’concept.
