烟草商业企业物流对标管理分类体系研究--以四川省为例

Study on logistics benchmark classification system of tobacco business enterprises:A case study of Sichuan province

为解决烟草商业企业物流对标对象不可比和对标结果可用性差的问题,提出基于分层分类对标的烟草商业企业物流对标分类体系构建方法。该方法充分考虑了影响烟草物流效率的内外部要素和区域发展不平衡问题,将政治、经济、社会、技术因素纳入分类指标体系中,得到12个初始分类指标,再采用灰色关联法和系统聚类法确定指标权重并实现分类,克服了以往主要考虑行业内部要素和绩效排名的不合理性。实证研究表明,四川省21个市级烟草物流可以分为五类,采用物流总费用进行验证,类别之间的物流总费用差异较为显著,而同一类中的物流总费用差异则不明显,反映了分类结果的准确性。该方法能够应用于"行业-省级-市级"三个层次的烟草物流对标管理,为找准对标对象提供了重要依据,有利于提高物流对标的可比性和可用性。

Aiming at the problems of incomparability of logistics benchmarking objects and poor usability of benchmarking results for tobacco commercial enterprises,this work proposes a method of constructing a logistics benchmarking classification system for tobacco commercial enterprises based on hierarchical classification.By fully considering the internal and external influencing factors and regional development imbalances,political,economic,social and technical factors are included in the classification index system,resulting in 12 initial classification indexes.Then grey correlation method and hierarchical clustering method are used to determine the weight of indicators and realize the classification.The empirical study shows that the 21 municipal tobacco logistics in Sichuan province can be divided into five categories,and verification was carried out based on total logistics costs.The difference in the total logistics costs between the categories is significant,while the difference in the total logistics costs in the same category is not,which indicates the accuracy of the classification results.This method can be applied to tobacco logistics benchmarking management at the three levels including industry,province and city,which provides an important basis for identifying benchmarking objects and improves the comparability and usability of logistics benchmarking objects.
