The Evolutionary Game Research on Multi-Agent Collaborative Mechanism in Responsible Innovation

摘要 为探索责任式创新下多利益攸关主体协同共赢方案,构建了政府、创新企业和公众三方演化博弈模型,并运用系统动力学仿真及实践案例进行分析。研究表明:在责任式创新过程中,三方最终的演化稳定策略是政府规制、创新企业履行和公众参与,且政府的行为策略在很大程度上直接影响创新企业的策略选择,同时公众参与促使博弈更快达到均衡状态。规制成本、惩罚强度和负外部性价值补偿等单个外生变量是相关主体策略选择的"红线",但模型最终的稳定均衡策略主要受相关多个外生变量的综合影响。 In order to explore the collaborative win-win plan of multiple stakeholders under the responsible innovation,this pa-per constructes a three-party evolutionary game model of the government,innovation enterprises and the public,and analyzes the system dynamics simulation and practical cases.Result shows that in the process of responsible innovation,the final evolu-tionary stabilization strategy of the three parties is government regulation,innovation enterprise fulfillment and public participa-tion,and the government's behavior strategy directly affects the strategic choice of innovation enterprises to a large extent,and public participation promotes the game to achieve equilibrium state faster.Individual exogenous variables such as regulatory cost,punishment intensity and negative externality value compensation are the“red lines”of the relevant agent strategy selec-tion,but the final stable equilibrium strategy of the model is affected by the synthesis of multiple exogenous variables.
