Dynamic Governance:Path Exploration of Government Coping with Public Crisis Affairs

有效应对公共危机事件是政府治理能力的重要体现。文章运用文献资料法等研究方法,阐释公共危机事件对政府信任水平的现实挑战和政府治理能力的长远影响,分析部分地方政府由于预判能力有待提升、顶层设计不够完善、治理效能尚显不高等原因,在应对公共危机事件中暴露出一些问题。论述动态治理的内涵与认知基础以及政府治理保持动态性的必要性,指出在动态治理视角下,通过前瞻思考以树立超前的预判意识,反复思考以构建成熟的顶层设计,换位思考以实施全面的纾解策略,探索政府应对公共危机事件的新路径。

Coping with public crisis affairs efficiently is an important reflection of government governance capacity.By using the methods of literature review and so on,this article explained the realistic challenges and long-term impact to local government caused by public crisis affairs,which have negative influences of trust level and governance capacity,analyzed some problems in coping with public crisis affairs were caused by weakness of forecast capability,imperfectness of top-level design and insufficiency of governance effectiveness.It analyzed the connotations and cognitive basis of dynamic governance as well as the necessity for the government to keep in dynamicity.In the view of dynamic governance,it is suggested to establish consciousness of anticipation through forward-looking thinking,build mature top-level design through repeated thinking,conduct a comprehensive mitigation strategy through replace thinking,to explore a new path for the government to cope with public crisis affairs.
