地方政府公共政策短期流变现象分析

Analysis of Short-term Rheological Phenomena of Local Government Public Policies

地方政府公共政策短期流变现象的不断出现很大程度上对地方政府的公信力、公民个人和社会组织的民主权利以及合法利益形成潜在威胁,除此之外还给社会秩序的稳定埋下隐患。此种现象的存在及危害驱使着国内学术界进行专门研究。文章针对公共政策短期流变问题,首先明确公共政策短期流变的相关概念,同时收集整理自2009年以来的国内相关案例,归纳分析导致公共政策短期流变的政策自身原因、政策制定主体原因、制度性原因以及社会性原因,并提出公共政策短期流变问题的解决路径。

The continuous emergence of short-term changes in public policies of local governments poses a potential threat to the credibility of local governments,the domestic rights of citizens and social organizations as well as their legitimates interests to a large extent.In addition,it also lays a hidden danger to the stability of social order.This existence and harm of this phenomenon impels the domestic circles to conduct.In view of the short-term change of public policy,this paper first clarifies the relevant concepts of the short-term change of public policy,collects and sorts out the relevant domestic cases since 2009,summarizes and analyzes the causes of the short-term change of public policy itself,the reasons for the main body of policy-making,institutional reasons and social reasons,and puts forward the solutions to the short-term change of public policy.
