公众参与对环境治理满意度的影响因素分析——基于CGSS2015数据的分层次模型

Analysis of Factors Affecting Public Participation in Environmental Governance Satisfaction:A Hierarchical Model Based on CGSS2015 Data

随着公众环境意识的提高,公众对环境治理的满意度成为评价政府生态环境治理的重要部分。文章以CGSS2015的调查数据作为基础,以环境治理满意度为因变量,以公众参与意愿、参与渠道畅通性和参与效果三个维度为微观个人层次的自变量,以空气质量水平、污染处理能力和教育支出水平作为宏观城市层次的自变量,通过采用分层次模型的方法测量公众参与和环境治理满意度的相关性。结合此次实证结果,文章从公众参与的角度出发,从优化政府环境治理职能、增强公众参与意识、畅通公众参与渠道、提升公众参与效果四个方面提出提升环境治理满意度的政策路径,以期促进我国政府生态治理能力和治理体系的现代化。

The improvement of public environmental awareness has prompted the public′s satisfaction with government environmental governance to become an important part of evaluating the government′s ecological environment governance.This paper takes the survey results of CGSS2015 as the data foundation,taking the satisfaction of environmental governance as the dependent variable,the willingness of public participation,the smoothness of participation channels and the effect of participation as the independent variable of micro individual level,taking the air quality level,pollution treatment capacity and education expenditure level as the independent variable of macro city level,the correlation between public participation and environmental governance satisfaction is measured by using the method of hierarchical model.Combined with the empirical results,from the perspective of public participation,this paper puts forward the policy path to improve the satisfaction of environmental governance from four aspects:optimizing the government′s environmental governance function,enhancing public participation awareness,unblocking the channels of public participation,and improving the effect of public participation,in order to promote the modernization of the government′s ecological governance capacity and governance system.
