Promoting the Modernization of Municipal Social Governance from the Perspective of"Community"

国家治理体系和治理能力现代化是国家制度的重要组成部分,如何让这项顶层设计在实践中找到抓手是值得探讨的问题。党的十九届四中全会创新性地提出了“推进市域社会治理现代化”。推进市域社会治理现代化不仅是时代对社会治理提出的全新要求,也是国家治理制度在市域层面的有效落实,同时也推动了基层社会治理走向新的高度。要以“建设人人有责、人人尽责、人人享有的社会治理共同体”为目标,以社会治理共同体思维为引领,以市域社会治理现代化为引擎,全面提升社会治理能力。

The modernization of national governance system and governance capability is an important part of the national system.How to make this top-level design find a hand in practice is a very worthwhile question.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China innovatively proposed a very important governance system,that is,"promoting the modernization of municipal social governance".Promoting the modernization of municipal social governance is not only a new requirement of the times for social governance,but also an effective grasp of the state governance system at the municipal level,at the same time,it also pushed the grass-roots social governance to a new height.We should take"building a community of social governance that everyone has responsibility,everyone is responsible for,and everyone enjoys"as the goal,take the thinking of the community of social governance as the guide,and take the modernization of municipal social governance as the engine,so as to comprehensively improve the capacity of social governance.
