关于编制绿色矿业发展示范区建设方案的思考

绿色矿业发展示范区建设是矿业绿色发展的重要举措,《绿色矿业发展示范区建设方案》是示范区建设的行动纲要。编制《建设方案》是落实党中央和国务院重视矿业绿色发展精神的重要举措,提升绿色矿业发展示范区建设质量和水平的具体要求,推动绿色矿业发展示范区规范化管理的迫切需要。目前,全国已有多个市县编制了《绿色矿业发展示范区建设方案》,为编制工作提供了有益探索。但是部分建设方案中出现了建设范围不明确、建设主体定位不清、建设内容存在局限等问题,《建设方案》的相关内容亟待进一步厘清。《建设方案》的编制原则包括方案先行、生态保护、突出特色、部门联动四个方面。主要任务包括:统筹生态保护与经济发展,优化勘查开发布局;大力建设绿色矿山,促进矿产资源高效利用;树立绿色发展理念,推动矿业全链条绿色发展;创新政策机制,服务长效管理。
