基于政策工具视角的我国老年健康服务业政策分析

Analysis of China's Elderly Health Service Industry Policies Based on the Perspective of Policy Tools

目的:从政策工具视角分析老年健康服务业相关政策中的问题并提出建议。方法:在中央政府各部委门户网站检索选取2000-2019年38篇与老年健康服务业相关的政策文本,基于政策工具、老年健康服务分类、老年健康服务供给机制三维分析框架,利用内容分析法进行文本内容分析。结果:供给型政策工具内部构成尚需优化,需求型、环境型政策工具运用相对不足,不同老年健康服务类别关注程度失衡,存在市场失灵风险。结论:建议协调运用各类政策工具,平衡发展不同老年健康服务,完善老年健康服务多元供给机制。

Objective:To analyze problems in the policies related to the elderly healthcare service industry from the perspective of policy tools,and to provide recommendations.Methods:38 policy texts related to the elderly health service industry were selected between 2000 and 2019 from portals of central ministries,content analysis was used to analyze text based on three-dimensional framework:basic policy tools,classification of elderly health service,and elderly health service supply mechanism.Results:The internal structure of supply policy tools needed to be optimized,demand policy tools and environmental policy tools were used insufficiently,different service categories received unbalanced attention,risk of market failure existed.Conclusion:It is recommended to coordinate the use of various policy tools,balance the development of different types of elderly health services,and improve the multi-supply mechanism for elderly health services.
