摘要
职业教育治理能力是对职业教育公共服务的召唤,以及有效管理公共组织的一种深厚、持久的承诺,它需要解决工具主义主导下的"自上而下"权力运行模式、企业与市场间出现的"若即若离"形态以及职业学校办学质量不高等问题。职业教育治理能力现代化作为新时代深化职业教育领域综合改革的现代化进程,具有治理主体的交往互动性、治理制度的创新实践性、治理过程的和谐有序性、治理文化的共生包容性等特征。提升职业教育治理能力现代化水平,是建设一流职业教育的关键,需要回归理性世界,形成非线性的公共意志思维,以公共理性和公共善为秩序逻辑,明确职业教育善治权责关系,创生职业教育善治制度体系,健全职业教育善治保障机制,进而形成职业教育治理稳定、持久的善态格局。
The capacity for governance in vocational education,a call for public service by vocational education,as well as a profound and lasting commitment to the effective management of public organizations,requires the settlement of such problems as the instrumentalism-led"top-down"mode of power operation,the relative separation between enterprises and markets,and the low quality of vocational schools.The modernization of the capacity for governance in vocational education,a process of deepening the comprehensive reforms in vocational education,is characterized by interactive governing bodies,the innovative and practice-oriented system of governance,the harmonious and orderly process of governance,and the symbiotic and inclusive culture of governance.The promotion of the modernization of the capacity for governance in vocational education remains the key to the building of first-class vocational education.To achieve this goal,we need to return to the rational world,and establish a non-linear public thinking,a public-reason and public-good order,a good-governance relationship between rights and duties,and a good-governance system for vocational education,and consummate the good-governance safeguard mechanism,thus developing a steady and lasting pattern of vocational education governance.
