晋陕豫黄河金三角经济一体化中地方政府合作的困境与出路

Local Government Cooperation in the Economic Integration of the Yellow River Golden Triangle in Shanxi,Shaanxi and Henan Provinces:Difficulties and Solutions

区域经济一体化成为区域发展的新型模式,是提升区域影响力的重要路径之一。地方政府的基本职能是促进经济发展,地方政府间的合作关系到区域经济一体化的绩效。从新型的政府间关系出发,分析了晋陕豫黄河金三角地方政府在合作中存在的问题,探讨了地方政府合作的阻滞因素,提出了中央和上级政府要提升支持度,地方政府间要构建统一的大市场体系、形塑合作机制、扩大非政府组织的参与,推动有效的集体行动,打破地方政府区隔,实现经济一体化目标。

Regional economic integration has become a new model of regional development and a path to enhance regional influence.The basic function of local government is to promote economic development.The cooperation between local governments is related to the performance of regional economic integration.Starting from the new type of inter-governmental relations,this paper analyses the problems existing in the cooperation of local governments in the Yellow River Golden Triangle in Shanxi,Shanxi and Henan provinces,probes into the ways to enhance the cooperation of local governments,and puts forward that the central and higher governments should enhance the support degree,and that the local governments should make use of market mechanism,perfect cooperation mechanism,expand the participation of the Non-governmental organization to promote the effectiveness.We will take collective action to achieve the goal of economic integration.
