乡村振兴背景下高等农业教育与农村贫困治理的耦合:机理、障碍与路径

The Coupling of Higher Agricultural Education and Rural Poverty Governance in the Context of Rural Revitalization:Mechanism,Obstacles and Path

在乡村振兴背景下,高等农业教育与农村贫困治理存在着要素、结构和功能方面的耦合关系,高等农业教育推动农村贫困治理进程,农村贫困治理也促进高等农业教育发展。当前,高等农业教育与农村贫困治理耦合存在一定障碍,主要表现为教育供给与贫困治理需求不匹配、教育体系与贫困治理结构不平衡、师资队伍与贫困治理任务不适应、治理主体的多元协同机制不健全等。对此,应以供给侧改革的思维匹配贫困治理需求,以优化高等农业教育体系平衡贫困治理结构,以强化师资队伍建设适应贫困治理任务,以多元主体培育构建贫困协同治理机制。

In the context of rural revitalization,there is a coupling relationship between higher agricultural education and rural poverty governance in terms of elements,structure and function.Higher agricultural education promotes the process of rural poverty governance,and rural poverty governance also promotes the development of higher agricultural education.At present,there are some obstacles in the coupling of higher agricultural education and rural poverty governance,such as the mismatch between the supply of education and the demand of poverty governance,the imbalance between the education system and the structure of poverty governance,the maladjustment between the teaching staff and the task of poverty governance,and the imperfection of the multi coordination mechanism of the governance subjects,etc.Therefore,we should match the demand of poverty governance with the thinking of supply-side reform,optimize the system of higher agricultural education to balance the structure of poverty governance,strengthen the construction of teaching staff to adapt to the task of poverty governance,and cultivate and construct a poverty collaborative governance mechanism with multiple subjects.
