民国时期粤东梅城市政委员会及其贡献研究

The Establishment,Structure and Contribution of Yuedong Meicheng Council during the Republic of China

1932年梅县城区成立市政委员会,开始市政改革和建设。根据民国档案,梅城市委会经历过名称变迁,1932年成立时全称为梅县城区筹办市政委员会,简称城会。大约民国24年(1935年)更名为梅县城区市政委员会,至民国37年(1948年)左右再次更名,简称为"市建委会",全称不明。梅城市委会的组织架构较为精炼,运作机制上采取委员会下设执行委员会的做法处理建设事宜。梅城市委会为市政建设做了较大的贡献,如修筑防御工事、建筑街道、建筑骑楼、建筑桥梁及菜市、筹划梅城中山公园等。民国时期粤东梅城市政改革在粤东地区具有一定的榜样作用,对其市政委员会及贡献的研究有助于探析民国时期粤东中小城市近代化的历程。

In 1932,the municipal council of Meixian city was set up and the city began municipal reform and construction.The Meicheng Municipal Committee experienced the change of name according to files in the Republic of China era.When it was founded in1932,it was called the Meixian City Planning Municipal Committee,referred to as the City Council.In the 24 th year of Republic of China(1935),it was renamed Meixian City Council.It was renamed again in the 37 th year of Republic of China(1948),referred to as the"City Construction Committee",but the full name is unknown.The organizational structure of the Meicheng Municipal council is relatively simple.The operational mechanism adopts the practice of the executive committee under the committee to deal with construction matters.The Meicheng municipal council has made great contributions to the municipal construction,such as building fortifications,building streets,building buildings,building bridges and markets,and planning Meicheng Zhongshan Park.In Republic of China,municipal reform in Meixian city setting an example in east Guangdong province.Researches on its municipal council and its contributions help to investigate the modernization process of small and middle cities in this area.
