土地制度改革是深化农村改革的重要任务,也是乡村全面振兴的核心支撑。现阶段,土地要素配置、权能拓展和制度协同的机制性障碍仍未完全破除,深刻地影响着乡村富民产业发展、农村发展动能永续和城乡社会融合发展。为此,应坚持农业农村优先,扭转土地要素配置的城市供给偏向;强化农村权益保障,激活农村发展的土地经济属性及其持久动能;完善关联配套制度,加快夯实城乡融合发展的制度保障。

Land system reform is an important task of deepening rural reforms,and is also the core support for achieving a comprehensive rural revitalization.At the present stage,the institutional obstacles in the allocation of land elements,expansion of property rights and institutional coordination have not been completely removed,which has profoundly affected the industrial development of enriching the people in rural areas,the sustainable development of rural development momentum and the integration of urban and rural society.Therefore,we should give priority to the development of agriculture and rural areas,and reverse the urban supply bias in the allocation of land elements;strengthen the protection of rural rights and interests,activate the land economic attributes of rural development and its lasting momentum;improve the related supporting system and accelerate the consolidation of institutional guarantees for promoting integrated urban-rural development.
