工程结算审核属于建设工程全过程造价控制的一环,其不仅仅关系到国有资金(和地方政府配套资金)的合理使用,还对工程结算的真实性、合法性和效益性进行审查和评价,是工程项目的各个施工环节及支出情况审查及管理的重要手段,从而真实反映工程造价,对工程效果增强意义重大。本文将简要说明结算审核工作对水利全过程建设管理的重要作用及审核方式,说明目前水利工程结算审核当中存在的主要问题,提出建议性的技术措施,介绍GPS-RTK技术在结算审核中使用情况。

The project settlement audit is part of the cost control of the entire process of construction projects.It is not only related to the rational use of state-owned funds(and local government matching funds),but also to review and evaluate the authenticity,legality and effectiveness of project settlement,and it is an important means of reviewing and managing the various construction links and expenditures of the project,so as to truly reflect the project cost and is of great significance to the enhancement of the project effect.This article briefly explains the important role and audit method of settlement audit for the entire process of water conservancy construction management,explains the current major problems in the settlement audit of water conservancy projects,proposes recommended technical measures,and introduces the use of GPS-RTK technology in settlement audit.
