多卫星发射项目组合管理优化探索与实践

Exploration and Practice of Multi-project Portfolio Management Optimization for Satellite Launch

面对卫星发射实施快速增长、多项目并举的形势,针对传统单项目管理模式在发射项目管理中暴露出的计划协调困难、资源冲突加重、知识经验不足等问题,提出了对同一发射场不同卫星发射项目进行项目组合管理,建立由发射目标、多项目组合、单发射项目组成的多项目管理模式,以及对应的发射计划协同、发射资源配置、发射知识管理的多项目组合管理支撑体系。多项目组合管理模式在卫星发射管理过程中进行了实践,有效缓解了资源紧张,缩短了项目周期,提升了项目管理效率。

In the situation that the number of satellite launch is rapidly increasing with parallel developing of multiple projects,the problems of traditional single project management model for satellite launch projects are revealed,such as difficulties in the plan coordination,ser￣ious resource conflicts as well as insufficient knowledge and experience.To solve the problems mentioned above,a model of project portfolio management for various satellite launch projects in a same launch site is proposed.The multi-project management model is established,which consists of launching objective,multi-project portfolio,and single project.And,the support system of satellite launch project management model is also established,including plan coordination,resource allocation and knowledge management.The multi-project portfolio management model has been carried out in the management process of satellite launch projects,which has successfully relieved the shortage of resources,shortened the period of project and improved the efficiency of project management.
