摘要
On February 5,2020,General Secretary Xi Jinping presided over the third meeting of the Central Commission for Overall Law-based Governance and delivered an important speech.In this speech,he described the importance of law-based action in epidemic prevention and control,presented meticulous analysis of the rule of law as a fundamental support for the modernization of China’s national governance system and capacity,and put forward strategic arrangements for upholding lawbased prevention and control,coordinating relevant initiatives in a law-based manner,and comprehensively advancing law-based governance.
