全球价值链视角下江苏省加工贸易转型升级绩效评价

Performance Evaluation of Transformation and Upgrading of Processing Tradein Jiangsu Province from the Perspective of Global Value Chain

以我国颁布的加工贸易转型升级指导意见和江苏省的具体情况为依据,构建江苏省加工贸易转型升级绩效评价指标体系,并运用因子分析方法,对2002-2016年江苏省加工贸易转型升级绩效进行评价。结果显示:2002年以来,江苏省加工贸易转型升级绩效整体呈波动上升趋势,2011年以前,产品、产业升级和节能减排升级效果显著;2011年后,区域布局、产业链以及经营主体实力升级也有大幅度提升,但产业和产品升级波动明显,总体表现为转型升级基础不稳。江苏省加工贸易转型升级应着重提高产品创新升级、产业结构升级和区域布局优化升级,以促进企业积极融入到全球价值链中去,进而推动全省加工贸易在全球价值链中的地位攀升,最终实现加工贸易全面优化升级。

Based on the guidance opinions issued by China on the transformation and upgrading of processing trade and the specific situation of Jiangsu Province,a performance evaluation index system for the transformation and upgrading of processing trade in Jiangsu Province was constructed,and a factor analysis method was used to carry out the evaluation of the transformation and upgrading of processing trade in Jiangsu Province from 2002 to 2016.The results showed that since 2002,the overall perfor mance of Jiangsu processing trade transformation and upgrading has shown a volatile upward trend.Before 2011,the effects of product,industrial upgrading and energy saving and emission reduction upgrading were significant;After 2011,the regional layout,industrial chain and the strength of operating entities were upgraded.There has also been a substantial improvement,but the industry and product upgrades fluctuated significantly,the overall performance is an unstable foundation for transformation and upgrading.The transformation and upgrading of Jiangsu’s processing trade should focus on improving product innovation and upgrading,industrial structure upgrade and regional layout optimization and upgrading,so as to promote the active integration of enterprises into the global value chain,and then promote the rise of the Jiangsu processing trade in the Global Value Chain.Eventually,a comprehensive optimization and upgrading of processing trade will be realized.
