论国家民主集中制与政党民主集中制的分合

On the Separation and Combination of National Democratic Centralism and Party Democratic Centralism

民主集中制作为无产阶级政党的根本组织原则,在中国共产党成立之初即成为指导党的全部组织活动的准则。建国后,民主集中制遂成为我国国家的根本组织制度和领导制度,为我国的民主政治建设和经济建设奠定了坚实的组织基础。十八大以来,加强新形势下党的建设尤其是加强党内民主集中制的建设成为全党工作的重心。与此同时,我国目前也面临着改革进入"深水区",各种社会转型时期典型矛盾突发的种种问题。由此,厘清国家视野下的民主集中制与政党视野下的民主集中制之间的分合,对我国的政治发展和经济社会发展无疑具有重要的现实意义。

As the fundamental organizing principle of the proletarian party,democratic centralism became the guiding principle of all the organizing activities of the party at the beginning of the founding of the Communist Party of China.After the founding of The People’s Republic of China,democratic centralism has become the fundamental organizational system and leadership system of our country,which has laid a solid organizational foundation for the democratic political and economic construction of our country.Since the 18th National Congress of the Communist Party of China,it has become the focus of the whole Party’s work to strengthen the party’s construction under the new situation,especially the construction of democratic centralism within the party.At the same time,our country is also facing the problems of entering the"deep water area"in the reform and various typical contradictions in the period of social transformation.Therefore,it is of great practical significance for the political development and economic and social development of our country to clarify the separation and combination between the democratic centralism in the view of the state and the democratic centralism in the view of the party.
