认为城市社区治理陷入实际效果与公众满意度难以提升的内卷化困境,作为社区治理主体,居委会的任务不断加重,考核与问责压力不断加大,没有直接带来社区治理质量的提升。以条块关系为切入点,分析了科层条线部门任务下沉对社区治理带来的结构与功能性改变。结合上海市的具体案例,分析了条线下沉是如何导致权力与责任不匹配的,深入分析了由科层权力束缚与责任驱动异化导致的社区治理内卷化困境。

Urban community governance has fallen into Involution Dilemma that is difficult to improve the actual effect and public satisfaction.As the main body of community governance,the neighborhood committee’s tasks are constantly increasing,and the pressure of assessment and accountability is constantly increasing,which can not directly improve the quality of community governance.Starting from the relationship between government functional departments and logical government,this essay analyzes the structural and functional changes of community governance caused by the task subsidence of bureaucratic departments.Combined with the specific case of Shanghai,this essay analyzes how the task sinking on government functional departments leads to the mismatch between power and responsibility,and analyzes the dilemma of community governance involution caused by bureaucratic power restraint and responsibility drive.
