区域知识产权政策演变研究--基于政策文本计量的视角

Study on the Evolution of Regional Intellectual Property Policy——Based on Perspective of Policy Text Measurement

以江苏为区域对象,基于知识产权政策文本计量视角,收集和分析了2009-2018年江苏在知识产权大省和知识产权强省这两个不同知识产权战略时期的知识产权直接政策文本,从政策目标、政策工具、政策客体等多维度分析了两个时期的知识产权政策演变特征。分析发现:江苏知识产权政策目标呈现从重保护向综合目标方向演变,政策工具由环境型主导向强化供给型、需求型综合转变,更加注重丰富知识产权运用、管理和服务目标的政策工具。在此基础上,分析存在问题并提出对策建议。

The regional intellectual property policy is important to ensure the implementation of the national intellectual property development strategy.The evolution of its policies and policy instruments is of great significance for improving and enriching its regional and national policy systems.Taking Jiangsu as a regional object,based on the perspectives of policy text measurement,this study collected and analyzed the direct intellectual property policy text of the two different strategies from 2009 to 2018.Then analyzed the characteristics of intellectual property policy evolving from the policy objectives,policy tools,and policy objects,in two strategies.It showed that the policy objectives of Jiangsu s intellectual property had evolved from focusing on protection towards comprehensive goals;the policy tools had changed from environment oriented to enhanced supply and demand oriented,which focused more on enriching the use,management,and service of intellectual property.Finally,analyzed the existing problems and proposed countermeasures.
