摘要
宣统二年第三次国会请愿运动期间,疆臣两次会奏速开国会。初奏有初稿与定稿之分,李经羲在定稿中将"定以明年开设国会"改为"定于一二年内",继而在续奏中锡良又改为"内阁、国会同时并举"。关于国会期限问题,会奏疆臣之间存在分化。同样因内部分化,资政院具奏对国会期限也含糊其辞。清廷在参酌疆臣会奏和资政院具奏后作出适当让步,将国会期限提前至宣统五年,虽未达到部分疆臣和立宪派的预期目标,但不能仅仅归咎于载沣等决策者。此外,会奏列衔和奏电拍发日期等问题也值得探析。
In the third round of petition for parliament,the Governor-Generals urged the imperial court to implement the political reform as soon as possible.The present paper analyzed in detail the governors’suggestions and requirements.The court finally made concessions and agreed to set up the parliament in the fifth year of Xuantong Reign.Researchers should not readily shift blame on the decision-makers.
