Research on Community Cooperative Governance:Mode of Action and Operational Mechanism

协同治理是现阶段社会治理的理想模式和状态。社区协同治理模式的运行机制包括六部分:政府引导机制、协作动力机制、责任分担机制、调解仲裁机制、信息共享机制和监督评估机制。基层社会治理的理想状态,应是在党组织的引领下,由政府公共机构主导,通过制度化和社会化的多种行动方式,激发社会组织、社团、社工、社企等多方面社会主体充分参与,构建有序的社区协同治理模式,进而不断完善协同治理的运行机制,对基层公共事务进行有效管理,最终实现共建共治共享。

Collaborative governance is the ideal mode and state of social governance at this stage.The operation mechanism of community collaborative governance mode includes six parts:government guidance mechanism,collaboration power mechanism,responsibility sharing mechanism,mediation and arbitration mechanism,information sharing mechanism and supervision and evaluation mechanism.The ideal state of grass-roots social governance should be under the guidance of the party organization,led by the government public institutions,through a variety of institutionalized and socialized ways of action,to stimulate the full participation of social organizations,communities,social workers,social enterprises and other social subjects,to build an orderly community collaborative governance model,and then constantly improve the operation mechanism of collaborative governance,to advance the grass-roots public affairs effective management,and ultimately achieve co governance and sharing.
