现代生态产业体系的业态划分及空间布局初探——以重庆市为例

Preliminary Study on the Division and Spatial Layout of Modern Ecological Industrial System Format:A Case Study of Chongqing

生态文明建设关系人民福祉,关乎民族未来,而生态优先、绿色发展是新时代高质量发展的战略选择。重庆市产业基础实、自然禀赋好、生态资源优,比较优势十分突出,可作为高质量生态文明建设的“重庆范本”。基于“产业生态化,生态产业化”理念,结合重庆生态资源禀赋和产业发展现状,可将生态产业体系划分为生态利用、循环高效、低碳绿色、环境治理、智慧创新、融合集聚六大业态类型;为推进重庆市生态产业体系业态更好地发展,尝试将重庆现代生态产业体系的业态在重庆主城区、渝西片区、渝东北片区和渝东南片区进行空间布局,并归纳结论与政策启示。

The construction of ecological civilization has a bearing on the well-being of the people and concerns the future of the nation.Ecological priority and green development are strategic choices for high-quality development in the new era.Chongqing has solid industrial foundation,good natural endowments,and excellent ecological resources.It has a high“face value”of mountains and rivers and a“temperament”of the earth,and its comparative advantages are very prominent.Firstly,this paper explains and defines some concepts based on the relevant theories of ecological industry.Then,under the concepts of“industrial eco-industrialization and eco-industrialization”,it tries to clarify the types of modern ecological industrial system in Chongqing.Finally,the paper probes into the spatial layout of Chongqing’s modern ecological industrial system format and summarizes countermeasures and policy implications.
