民国时期韩江的治理与大型水利工程的兴修

Governance of Hanjiang River and Construction of Large-Scale Water Conservancy Projects During the Period of the Republic of China

民国时期,韩江水利建设经历了制度革新,在大型水利工程建设中,政府逐渐发挥主导性作用,水利现代化建设也初见端倪。但是抗战后当地民穷财尽,粮食缺乏,以致韩江大型水利工程普遍缺乏资金,而民国当地政府脱离基层,加上政务腐败,失去民心,难以调动本地乡民力量,以致水利工程难以完成。

During the period of the Republic of China,water conservancy construction of Hanji⁃ang river experienced institutional reform.In the construction of large-scale water conservancy proj⁃ects,the government gradually played a leading role,and the modernization of water conservancy be⁃gan to take shape.However,after the War of Resistance against Japanese Aggression,the local peo⁃ple ran out of money and food,resulting in a general lack of funds for the construction of large-scale water conservancy projects on Hanjing river.Meanwhile,the local government of the Re⁃public of China was isolated from the masses,coupled with government corruption and loss of popu⁃lar support,making it difficult to mobilize the power of local villagers.Therefore,water conservancy projects were difficult to complete.
