增量配售电公司评价方法研究

Comprehensive Evaluation of Incremental Electricity Distribution and Retail Company

随着增量配电改革在我国快速推进,增量配售电公司作为新的一类市场主体正在不断涌现。为了有效评估增量配售电公司的运营成效,首次从配电网运营效率、供电质量、客户服务水平、信誉水平、经营绩效和发展潜力6个维度,建立了一套综合评价指标体系。同时,为避免人为主观因素对评价结果的影响,提出了综合赋权法确定指标权重。该评价方法可对增量配售电公司运营情况进行定量综合评价,从而为增量配售电公司的投资运营决策提供支撑,为增量配电改革向高质量方向发展提供保障。算例结果证明了所提方法的正确性和有效性。

With the rapid advancement of incremental power distribution reform in China,incremental electricity distribution and retail companies are emerging as a new class of market participants.In order to effectively evaluate the operational efficiency of incremental electricity distribution and retail company,a comprehensive evaluation index system is developed from six dimensions:distribution network operation efficiency,power supply quality,customer service level,credit level,business performance and development potential.At the same time,in order to avoid the influence of human subjective factors on the evaluation results,a comprehensive weighting method is proposed to determine the index weights.The evaluation method proposed in this paper can quantitatively and comprehensively evaluate the operation of the incremental electricity distribution and retail company,thus providing support for the investment and operation decision of the incremental electricity distribution and retail company,and providing guarantee for the development of the high-quality incremental power distribution reform.The results of case study validate the correctness and effectiveness of the proposed method.
