摘要
为了指引各国顺利迈入联合国2030可持续发展目标最关键的十年,联合国教科文组织召集全球教育专家齐聚第十二届高级别政策论坛,共同畅议《教育2030行动框架》下的全球教学未来。该论坛旨在探讨当今教育领域的重大议题,反思各国教师政策及相关实践,谋划全球教育未来的新愿景。由论坛重要成果总结而成的《迪拜宣言》不仅对全球教师与教育政策具有风向标的重要意义,更对我国优化教育发展强国战略、深度参与教育国际治理、贡智联合国可持续发展目标4有积极意义。本文在深度归纳基础之上对我国教育发展提出三点建议:第一,提升教师教育水平与教师质量保障体系;第二,激发教育技术创新对提升教学与学习的潜力;第三,加快人类命运共同体理念与联合国可持续发展目标的衔接。
As the world enters acritical final decade in realizing Sustainable Development Goals,UNESCO convenes international experts on teacher policy at the 12th Policy Dialogue Forum to discuss“The Futures of Teaching.”The forum aims to explore major issues in education development,reflect on teacher policy and praxis,and convey a common global outlook for the future of teaching.The main outcomes are summarized in the“Dubai Declaration”which is a global teacher policy landmark in recent years,and holds important implications for China as the country develops its education system,engages global education governance,and contributes to SDG4.Consequently,this study synthesizes three important lessons:improving teacher education and ensuring teacher quality support systems are in place;activating the potential of technology and innovation integration in learning and instruction;building linkages between the philosophy of“advancing prosperity towards a shared future”with that of Sustainable Development Goals.
