我国区域高等教育协同发展:结构矛盾、肇因分析及策略选择

Coordinated Development of Regional Higher Education in China:Structural Contradictions,Cause Analysis and Strategies

区域高等教育协同发展是实现教育资源优化配置、保障资源利用最大效益、促进区域高等教育高质量发展的有效途径。我国区域高等教育发展长期存在着区域间优质高等教育资源非均衡发展、学科设置与区域产业结构转型非协同发展、高等教育数量与质量非对称发展等结构性矛盾,严重阻碍了区域高等教育实现支撑区域创新驱动发展作用的发挥。通过分析我国区域高等教育发展结构性矛盾产生的主要肇因,客观借鉴美国区域高等教育协同发展经验,提出了先试先行"雄安新区高等教育协同发展"制度设计,坚持"营造高等教育资源理性竞争生态、超前‘对表’国家战略需求、强化‘高质量发展’理念"的协同发展策略,以期为促进解决我国区域高等教育长期存在的问题、助力区域创新驱动发展战略提供参考。

The coordinated development of regional higher education is an effective way to realize the optimal allocation of educational resources, guarantee the maximum benefit of resource utilization and promote the high-quality development of regional higher education. For a long time, there have been structural contradictions in the development of regional higher education in China, such as the unbalanced development of regional high-quality higher education resources, the non-coordinated development between discipline settings and the transformation of regional industrial structure, and the asymmetric development of higher education quantity and quality. They seriously hinder the realization of the role of regional higher education in supporting regional innovation-driven development. This paper, by analyzing the main causes of the structural contradictions in the development of regional higher education in China, and drawing on the experience of the coordinated development of regional higher education in the United States, puts forward the system design of"the coordinated development of higher education in Xiong’an New Area". The design adheres to the concept of"building a rational competitive ecology of higher education resources, matches national strategic needs in advance, and strengthens the coordinated development strategy‘high-quality development’". It will facilitate the resolution of long-standing problems in regional higher education and provide references for regional innovation-driven development strategies.
