Research on the Construction of Science and Technology Security Monitoring Index System

文章根据科技安全的研究现状,形成对区域科技安全的认识和界定;以北京建设具有全球影响力的全国科技创新中心这一长期目标为对照,基于科技安全的内涵,从科技资源投入、科技成果产出及效率、科技成果支撑经济发展三个方面分析了北京科技安全面临的风险与挑战;进而构建了北京科技安全监测的模型框架,设计了包含三个维度的指标体系,以对北京的科技安全进行长期监测。

Based on the study status of science and technology security,this article forms the recognition and definition of the regional science and technology security. Taking the example of constructing a national science and technology innovation center with global influence in Beijing as a long-term objective, based on the connotation of science and technology, from three aspects i.e. scientific and technological resources input,scientific and technological achievement output and efficiency, and scientific and technological achievement supporting economic development,this article analyzes the risks and challenges of science and technology security in Beijing;and then constructs the framework of Beijing Science and technology safety index monitoring system with three dimensions so that to monitor the security of science and technology in Beijing for a long term.
