摘要
卓越的基础教育表现离不开完善的教育质量督导与监测。爱尔兰基础教育质量督导秉持"以评促改"的理念,聚焦于"谁来评、评什么、怎么评、怎么用"的问题主线,建立起高效专业的督导机构与团队,构建出以教育质量基本框架为核心的理论支撑系统,探索出从类型设计、方法选择到运作程序的过程,积累出改进性、透明化的结果处理与应用机制。理解和探析爱尔兰教育督导与监测的设计经验,对于优化和完善我国教育质量的监测与评估具有重要参考价值。
Excellent performance of basic education,to a certain extent,is inseparable from the full-fledged inspection and monitoring system.The Irish education Inspection upholds the principle of Improvement via Assessment,focusing on the main line of"who assesses,what to assess,how to assess,and how to use it.Its characteristics are as follows:establishing an efficient and professional team,improving the theoretical support system based on the basic framework of educational quality,exploring the process from type design,method selection to operation procedure,building up improved and transparent results,and detecting the application mechanism.Understanding and analyzing the experience in Ireland has important implications regarding how optimize and improve monitoring and evaluating the quality of education in China.
