基于用户接纳模型的政府数据开放研究

Government Data Openness Research Based on User Acceptance Model

用户接纳是用户利用政府数据创造价值的前提。我国的政府数据开放尚处于初期阶段,对政府数据开放的用户接纳过程缺乏探究。借鉴技术接受模型,搭建用户接纳视角的政府数据开放动态模型,设计13个观察指标用以衡量政府数据的有用性和易用性,构建政府数据开放的用户接纳模型,从6个角度对用户接纳情况进行观察,并运用案例比较分析法,选取上海、北京、贵阳三个城市的政府数据开放平台,依照评价指标进行对比分析。研究发现:政府开放数据的有用性和易用性会对用户接纳产生积极影响,从用户接纳的视角探究政府数据开放,将有利于提高当前政府数据开放的效率,让政府数据价值得到充分的挖掘。因此,应重视政府数据开放组织主体的建设,明确数据开放工作的责任主体,使群众监督有具体的对象,提高平台的回应性。

User acceptance is the premise that users use government data to create value.China is still in the initial stage of opening government data,and there is a lack of inquiry into the process of user acceptance.This paper draws on the technology acceptance model,builds an open dynamic process model of government data from the perspective of user acceptance,designs 13 observation indicators to measure the usefulness and ease of use of government data,and constructs a user acceptance model of open government data.Six aspects are used to observe the user acceptance situation.Through the method of case comparison analysis,three cities of Shanghai,Beijing,and Guiyang are selected and compared according to the above evaluation indicators.The study find that the usefulness and ease of use of government open data will have a positive impact on user acceptance.Exploring government data from the perspective of user acceptance is conducive to improving the efficiency of current government data opening and allowing government data to be fully explored.Suggestions are put forward to attach importance to the construction of the subject of open data organization,clarify the subject of responsibility for the work of open data,and make the public supervision having specific objects,which is conducive to improving the responsiveness of the platform.
