发展新型农村集体经济是乡村振兴的必由之路,但其受到思想、制度和客观条件及其生产要素等多方面的制约。为此,必须实施三大举措:一是解放思想,破除思想制约牢笼;二是创新改革,摆脱制度和客观基础条件制约;三是内外结合,破除要素瓶颈。

The development of new rural collective economy is the only way for rural revitalization,but it is restricted by ideology,system,objective conditions,its production factors and other aspects.Therefore,we must implement three measures:first,emancipate the mind and break the cage of ideological restriction;second,innovate and reform to get rid of the restriction of system and objective basic conditions;third,combine internal and external to break the bottleneck of elements.
