摘要
本文从竞争经济学角度分析了大数据对反垄断经济分析带来的深刻影响。大数据的公共品特性、规模报酬加速递减性和数据个性化等使其未必决定市场进入。数据网络效应和多用途性让涉及数据的反垄断趋于复杂,大数据作为策略性资源使用可能让质量恶化和研发创新受阻,但是作为生产要素和有价商品使用可能繁荣数字服务和数据市场,助长效率实现。数据具体用途不可知决定难以进行数据竞争定性,仍需个案分析。
This paper analyzes the profound impact of big data on antitrust economic analysis from the perspective of competitive economics.The public characteristics of big data,the accelerated decline of scale compensation and data personalization make it not necessarily a market entry.Data network effects and versatility complicate antitrust related to data,and the use of big data as a strategic resource may make quality deteriorate and research and development innovation hampered,but the use of digital services and data markets as a factor of production and valued goods may flourish,contributing to efficiency realization.The unknowable use of the data determines that it is difficult to qualitatively compete for data and that case analysis is still required.
