摘要
代课教师问题是中华人民共和国成立70年来教师队伍建设中的特殊现象,是我国社会经济发展不平衡、师资短缺乃至教师队伍建设过程中的必然产物。如何解决代课教师问题涉及到教师队伍整体质量。本研究通过对包括大学教师教育研究者、教育行政部门管理者、中小学校长等代课教师利益共同体在内的焦点团体访谈,揭示出了代课教师在编制、专业水平、身心健康、待遇、专业发展机会和合法权益等方面面临的问题。本研究提出解决代课教师问题的根本在于构建多重合法身份的代课教师制度,即构建多重合法身份的教师地位、待遇、补充与流动体系。
The substitute teachers are a special phenomenon in the construction of the teacher’s force over the past 70 years since the founding of the People’s Republic of China,which is the inevitable result of the unbalanced social and social development,the shortage of teachers and the development of the teacher’s force in China.Solving the problem of substitute teachers is significant to improve the general quality of the teacher’s force.Based on a focus group interview on stakeholders including teacher education researchers,educational administers and school managers,the result showed that substitute teachers confronted challenges in terms of authorized strength,professional level,health,salary,professional development opportunities and legal rights.Finally,the study argues that a multi-legal professional identity system including status,treatment,supplement and mobility is supposed to be constructed.
