Construction Path of High-quality and Long-term Mechanism for Industrial Poverty Alleviation

2020年是全面建成小康社会的决胜之年,脱贫攻坚需要向高质量转型,以打造产业链为核心、塑造地域品牌的产业扶贫长效机制。文章阐述了产业扶贫高质量发展就是要构建长效机制,并针对产业扶贫高质量长效机制建设面临的脱贫群众独立面对市场潜力不足、产业扶贫项目低端化和同质化问题突出、产业的辐射能力带动严重不足、偏远村落的优势产业可持续性堪忧、农村电子商务尚未充分发挥产业引领和支持体系的作用等问题,提出分别以"基层党组织"为核心、"带头人"为核心、龙头企业为核心、合作社为核心、大型企业履行社会责任为核心、"金融机构"为核心、"政府"和"教学科研单位"为核心打造产业链的七种产业扶贫高质量长效机制的建设路径。

2020 is the crucial year for building all-round well-off society.Poverty alleviation needs to transform to the high quality,in order to construct the core of industrial chains and build the long-term mechanism of insdustrial poverty alleviation in regional brands.This paper expounding the industrial poverty alleviation and development is to build a long-term mechanism,and high quality construction of long-term mechanism for poverty alleviation for industry face the poverty of the masses independently in the face of the potential market and industry poverty alleviation project low end and homogeneity problems,shortage of industry radiation ability of leading,remote village is the sustainability of competitive industries,rural electronic commerce has yet to give full play to the role of the industry to lead and support system,etc..The paper puts forward the seven poverty alleviation paths of industrial chain for the industrial high quality construction of long-term mechanism,namely,“grass-roots party organizations”as the core,“leader”as the core,leading enterprises as the core,cooperatives as the core,large enterprises to fulfill social responsibility as the core,“financial institutions”as the core,“government”and“unit”for teaching and scientific research as the core.
