Instruments,Narrative and Feedback:A Framework of Behavioral Public Policy

行为公共政策是近年来公共管理与公共政策学科兴起的研究领域,旨在通过以心理学实验为基础方法,挖掘公共政策对微观个体的观念、思维与行为的型塑效果。然而已有的行为公共政策研究更多表现为基于心理学实验方法的行为经济学"衍生品",尚未与政策科学一般性理论进行充分对话。本研究从政策科学的话语体系与理论视角出发,通过挖掘已有政策科学理论中的"行为"要素,构建出"工具-叙事-反馈"的行为公共政策的研究框架,以此帮助我们探讨政策工具在型塑微观个体的观念与行为过程中的动态机制,以及这种微观动态机制对宏观政策变迁的反馈效应。基于"工具-叙事-反馈"的行为公共政策框架拓展了行为公共政策与政策科学一般理论对话的空间,既有助于我们理解行为公共政策的微观机理对宏观政策变迁的意义,也有助于我们把握宏观政策变迁的微观行为基础。

As a new research field of public management,behavioral public policy aims to explore the shaping effects of public policy,especially policy instruments,on individuals’opinions and behaviors through conducting psychological experiments.Previous studies on behavioral public policy were mainly under the paradigm of behavioral economics.To our best knowledge,seldom behavioral public policy researches develop the theories of policy science.Thus,this study builds up a research framework of"Instruments-Narrative-Feedback"for behavioral public policy study by exploring behavioral elements in policy science literature.With this framework,we can explore the dynamic mechanism in the process of shaping individuals’opinions and behaviors brought by policy narrative,and feedback effects of micro dynamic mechanism on macro policy change.The"Instruments-Narrative-Feedback"analysis framework provides the opportunities for behavioral public policy to develop the theories of policy science.It not only helps us understand the macro implications of micro mechanisms of behavioral public policy,but also helps us grasp the micro behavioral basis of macro policy changes.
