《盛京时报》既不是自我标榜的"民间报纸",也不是"满铁属下的报纸",其真实身份是日本外务省刻意隐藏的言论机关报。外务省对《盛京时报》政治上提供了强有力的外交庇护、经济上长期提供巨额资金补助,对涉及报纸前途命运的重大事项悉数决策,对《盛京时报》实施了有效的监督与管理。外务省刻意隐瞒《盛京时报》的真实身份,体现了其"新闻操纵"政策由公开转向隐蔽的策略。隐藏了真实身份的《盛京时报》,对中国民众更具有欺骗性。
Shengjing Times is neither a non-official newspaper nor subsidiary within the South Manchuria Railway Company.Japanese Foreign Ministry launch it as a government concealed organ.Japanese Foreign Ministry provide diplomatic asylum to Shengjing Times,finance the newspaper,make a strategic decision on the development of the paper and make effective supervision and management on it.Japanese Foreign Ministry hide the real face of Shengjing Times deliberately,that means the policy of News manipulation turned from overt to covert activities.It is more deceptive for chinese public to realize the true face of the paper.
