深圳市龙华区糖尿病社区管理评价指标体系的建立

Establishment of an evaluation index system for community management of diabetes mellitus in Longhua district of Shenzhen city

目的构建深圳市龙华区的糖尿病社区管理评价指标体系,为科学评价社区卫生服务中心工作质量提供依据。方法通过文献回顾等方法初步确定指标体系框架,运用德尔菲法,经过两轮筛选最终确立评价指标体系和权重。结果两轮专家的积极系数分别为90.9%和100.0%;专家权威系数Cr为0.7564;三级指标的第二轮专家协调系数W分别为0.611、0.594和0.546(P<0.001),具有较好一致性;筛选出一级指标3个,二级指标11个,三级指标32个。一级指标中过程指标的权重最高,为0.400,其次为结果指标,为0.350。三级指标中,药品配备种类和糖尿病相关知识权重最高,分别是0.093和0.072。结论本研究结果的可信度较好,建立的糖尿病社区管理评价指标体系可为政策制定者开展社区卫生服务评价提供参考。

Objective To construct an evaluation index system for community management of diabetes mellitus in Longhua district of Shenzhen city so as to provide evidence for scientifically evaluating the quality of community health services.Methods With the method of literature review,a preliminary index system was established.Using Delphi method,two rounds of screening were performed to finally determine the evaluation index system and the weight of each index.Results The positive coefficients of two rounds of expert consultation were 90.9%and 100%,respectively.The authoritative coefficient,Cr was 0.7564.Kendall’s W coordination coefficients of the second round of expert consultation were 0.611,0.594 and 0.546,respectively(P<0.01),and the experts reached a high consensus in this regard.The final indicators comprised 3 primary indexes,11 secondary indexes and 32 tertiary indexes.Among the primary indexes,process index was the highest(0.400),followed by outcome index(0.350).The categories of diabetes drug and diabetes-related knowledge were the two tertiary indexes with the highest weight,which were 0.093 and 0.072,respectively.Conclusions The results of the expert consultation are believable.The diabetes community-based indicators constructed in this study can provide policymakers with scientific references in evaluating community health service.
