天然气长输管道安全管理缺陷及解决办法

Safety Management Defects and Solutions of Long-distance Natural Gas Pipeline

自从2005年10月中共中央决议将“安全第一、预防为主、综合治理”作为安全生产基本方针以来,从天然气长输管道行业看,安全管理发展到了一个很高的水平,各种管理体系的引进、各种风险分析与管控办法的应用、发动全员进行安全诊断、事故调查处理及行政责任追究制度的制定等,确实有效抑制了事故的发生。但也有一些缺陷随之产生。这些缺陷主要是重复性的防护措施、过多的安全培训、重叠性的制度,造成基层疲于应付、做了很多无意义的工作。针对这些缺陷,结合天然气长输管道安全管理实践,提出相应的解决措施和建议。

Since the CPC Central Committee decided in October 2005 to take“safety first,prevention first,and comprehensive management”as the basic policy of Safety in production process,safety management has developed to a very high level from the perspective of long-distance natural gas pipeline industry.Many measures did effectively restrain the occurrence of the accident,such as the introduction of various management systems,the application of various risk analysis and control methods,the mobilization of all staff for safety diagnosis,accident investigation and handling,the formulation of administrative accountability systems and so on.But there are also some defects.These defects are mainly repetitive protective measures,excessive safety training and overlapping systems,resulting in grass-roots fatigue to cope with and do a lot of meaningless work.In view of these defects,combined with the safety management practice of long-distance natural gas pipeline,the corresponding solutions and suggestions are put forward.
