大中型水利工程农村移民安置方式浅析

Analysis on Resettlement Methods for the Rural Resettlers of Large and Medium-sized Water Conservancy Projects

现阶段大中型水利工程农村移民主要采用有土从农的安置方式予以安置,该安置方式不仅可以保持移民原有的生产和生活方式,并可保障移民的生产生活水平达到或超过原有水平。但是,新形势下的大中型水利工程移民安置面临着越来越大的挑战,移民安置任务越来越重,难度也越来越大,且可用于安置移民的土地资源越来越少,尤其在东部经济发达地区更为明显。以目前正在实施移民安置的浙江省新昌县钦寸水库工程为例,对移民安置方式进行分析,为新形势下大中型水利工程开展农村移民安置工作,制定合理的移民安置方式提供参考和借鉴。

At present,the rural resettlers of large and medium-sized water conservancy projects are mainly resettled by allocating land resources for agriculture production,which can not only maintain the original production and lifestyle of the resettlers,but also ensure that the production and living standards of resettlers reach or exceed the original level.However,the resettlement of large and medium-sized water conservancy projects under the new situation is facing more and more challenges.The resettlement task is getting heavier and harder,and the land resources available for resettlement are less and less,especially in the economically developed east area.Taking Qincun Reservoir Project in Xinchang County,Zhejiang Province,which is currently implementing resettlement,as an example,the resettlement methods are analyzed to provide references for large and medium-sized water conservancy projects to carry out rural resettlement work and formulate reasonable resettlement methods under the new situation.
