浅析新形势下河道类水利工程移民安置规划设计重点、难点

Key Points and Difficulties of Resettlement Planning and Design for River-type Water Conservancy Projects under the New Situation

以浙江省J市和T市某河道整治拓浚工程为例,阐述了新形势下河道类水利工程建设征地的特点,即河道类水利工程的建设征地范围易与其他工程用地范围发生重叠交叉;影响涉及的土地性质及实物量的权属关系较为复杂;影响涉及的专业项目权属单位多且复杂,处理难度大。此外,通过对移民安置规划设计重点与难点进行分析,指出需在建设征地移民安置规划设计的方案上正视新形势下河道类水利项目的特殊性,尤其是移民的生产安置和搬迁安置方式上,企事业单位和专业项目的处理方式上要善于因地制宜,在政策法规、规程规范的框架下,切实关照移民权益,把移民安置规划设计做好做实。

Taking a river improvement and dredging project in J and T cities of Zhejiang Province as an example,the characteristics of land acquisition for river-type water conservancy project construction under the new situation are expounded,that is,the land acquisition scope for river-type water conservancy project construction is likely to overlap with the land scope of other projects,the nature of affected land and the ownership relationship among the inventory of affected persons and assets are more complicated,and there are amount of and complicated ownership units among the affected special items and it is difficult to deal with them.In addition,through the analysis of the key points and difficulties of resettlement planning and design,it is pointed out that,(a)the particularity of river-type water conservancy projects under the new situation should be faced squarely in the planning and design of land acquisition and resettlement,especially in the modes of production resettlement and relocation resettlement;(b)the enterprises and institutions and special items should be good at handling according to local conditions;and(c)under the framework of policies,regulations and specifications,the rights and interests of resettlers should be taken care of and the resettlement planning and design should be done well.
