关于水电移民独立评估抽样跟踪调查的方法论探讨

Study on the Methodology of Sampling Tracking Survey in Independent Assessment of Hydropower Resettlement

2017年8月1日,NB/T 35096-2017《水电工程移民安置独立评估规范》正式开始实施,使长期处于摸索中的水电移民独立评估工作有了全面总结和系统指导。研究认为,影响评估质量最为关键的环节是获取得出评估结论所需各种信息的采集过程,这通常涉及抽样、跟踪、问卷调查等技术方法,而这些技术方法恰恰又是当前业内缺乏研究探讨的内容。为此,研究将结合长期以来的评估实践以及《水电工程移民安置独立评估规范》中的相关规定,对信息采集的技术方法特点及问题进行分析,并就其有效实施提出相关建议。

On August 1,2017,the Code for Independent Assessment for Hydropower Project Resettlement(NB/T 35096-2017)is formally implemented,which provides a comprehensive summary and systematic guidance for the independent assessment for hydropower project resettlement.The study believes that the most critical factor affecting the quality of independent assessment is the process of information collection for obtaining various information and data required for the assessment.The collection process usually involves technical methods such as sampling,tracking and questionnaires,but these technical methods are rarely researched and discussed in the resettlement industry at present.To this end,the characteristics and problems of the technical methods of information collection are analyzed herein according to the assessment practices and the relevant provisions in the Code,and then the relevant suggestions for the effective implementation of the Code are put forward.
