水利水电工程移民征迁安置工作数字化研究

针对现阶段移民征迁安置工作需要,行业信息化水平、专业科技水准以及工作效率的提升需求,基于互联网辅助设计、管理、办公,并结合云存储、3S、移动客户端等元素,提出了能满足设计院、业主和地方政府移民管理机构的相关管理和办公的安全、高效、以水利水电工程全生命周期服务为方向的移民征迁安置工作的数字化解决方案。该方案通过实物调查、安置规划、实施管理、档案管理、决策管理、后期扶持等6个模块,可以实现移民征迁安置工作的业务需求,通过综合管理、项目管理、系统管理等模块,可以实现跨项目管理、单位管理、项目管理等需求。在产品架构时,应开发规范统一的行业标准化数据接口,以支持第三方开发应用,实现数据交换。

In response to the needs of resettlement,industry informatization level improvement,professional technology level improvement and work efficiency improvement at present,a digital solution for the resettlement of water conservancy and hydropower projects that can meet the requirements of design institute,project owner and local resettlement administration agency on safety and efficiency,and is oriented to the full life cycle of water conservancy and hydropower projects is proposed based on internet-aided design,administration,management and office automation,and combined with cloud storage,3S and mobile client technologies.The solution can meet the requirements of resettlement implementation through six modules of physical investigation,resettlement planning,implementation management,archives management,decision management and later support.Through the modules of comprehensive management,project management and system management,the solution can realized the needs of resettlement administration.At the same time,a standardized data interface should be developed in system architecture to support third-party development applications and data exchange.
