完善新时代要素市场化配置的体制机制

Institutional mechanism of improving the market-oriented allocation of factors in the new era

中国特色社会主义事业已经进入了新时代,由于社会主要矛盾的变化和发展阶段的转变,对完善社会主义市场经济体制提出了更高的要求。鉴于此,立足于健全要素市场机制的视角,系统梳理了完善中国要素市场化机制的肇因以及实践意义。研究认为,完善要素市场化配置的着力点和核心在于深化要素市场化配置改革,打破垄断降低市场分割,清除要素自由流动的体制机制障碍;还应该重视新型生产要素——数据的市场形成机制和配置逻辑构建,促进多种要素共同发展;充分发挥市场配置资源的功能,提高资源配置效率,从而为重塑经济动力,推动经济高质量发展提供支持。

Socialism with Chinese characteristics has entered the new era.With changes in the social principal contradiction and transition in the developmental stage,higher requirements have been put forward for improving the socialist market economy system.In view of this,this paper systematically analyzes the causes and practical significance for improving China's factor market mechanism,from the perspective of improving the factor market mechanism.The research finds that improving the market-oriented allocation of factors should center around intensifying the reform in market-oriented allocation of factors,breaking monopoly to reduce market segmentation,and eliminating the obstacles in institutional mechanisms of free flow of factors.It should also attach importance to the new types of production factors,namely the market formation mechanism of data and the construction of the allocation logic,promote the joint development of multiple factors;give full play to the market function of resource allocation,and increase the resource allocation efficiency,so as to provide support for reshaping the economic drive and boosting the high quality development of economy.
