新时代高水平开放是高质量发展的重要支撑,通过分析高水平开放型经济新体制的目标要求、战略转型,探讨建设新时代高水平社会主义市场经济开放型经济新体制的路径。研究认为,建设高水平的开放型经济新体制,是完善社会主义市场经济,增强全面深化改革动力和实现经济高质量发展的必然要求;构建高水平开放型经济新体制,在战略层面需要实现从“单向引进”型开放转向“双向循环”型开放,依托“一带一路”倡议,向外输出产能,从“主动融合”型开放转向“积极引领”型开放,积极参与全球经济治理体系变革,从“数量扩张”型开放转向“质量升级”型开放,深度融入全球供应链、价值链和创新链;在具体的实施路径上,要以“一带一路”建设和区域协同发展为重点,优化“三区+两带”的区域开放格局,以服务业开放为重点,推动金融业和服务贸易规模扩大,提升制造业领域贸易出口产品的附加值,以制度性开放为重点,加快自由贸易试验区对外开放,努力构建中国特色自由贸易港的制度体系,积极参与全球经济治理和国际公共产品供给,将开放深化至更深层次。

The high-level opening-up of economy in the new era is the backbone in the high quality economic development.By analyzing the goal requirements and strategic transformation of the new system in the high-level open economy,this paper explores the path of establishing a high-level new system in the open economy of the socialist market economy in the new era.The research finds that establishing a high-level new system in the open economy is the inevitable requirement for boosting the drive for comprehensive and profound reform as well as achieving the high quality development of economy.On the strategic level,establishing a high-level new system in the open economy requires the transition from the"one-way bringing in"type of opening-up to the"two-way circulation"type of opening-up,and the export of production capacity based on the"One Belt One Road"initiative;the transition from the"proactive integration"type of opening-up to the"active leadership"type of opening-up,and the active participation in the reform of global economy governance system;the transition from the"expansion in quantity"type of opening-up to the"upgrading in quality"type of opening-up,and the in-depth integration into the global supply chain,value chain and innovation chain.In terms of specific implementation path,it is required that with the emphasis on the construction of the"One Belt One Road"and the concerted development of the region,the"three regions+two belts"regional open layout should be optimized;with the emphasis on the opening-up of the tertiary industry,the financial industry and service trade scale should be expanded,while the added value in the trade export products in the manufacturing industry should be enhanced;with the emphasis on the institutional opening-up,the opening-up of the pilot free trade zone should be accelerated,the institutional system of the free trade port with Chinese characteristics be built,the global economy governance and international public goods supply be actively participated in,and the opening-up be intensified to a new level.
