脱贫能力、内生动力与教育扶贫政策满意度研究 被引量:12

A Study on the Ability to Get Rid of Poverty,Endogenous Motivation and the Satisfaction of Education Poverty Alleviation Policy

摘要 为准确把握我国教育扶贫政策的实施效果,基于2018年全国实证调查数据,运用路径分析法探究贫困人口脱贫能力和内生动力对教育扶贫政策满意度的影响机制。结果发现,贫困人口对教育扶贫政策满意度处于中等水平;干部工作、村务公开、程序公正和政策成效等政策执行环境直接影响教育扶贫政策满意度;初始变量中年龄、健康、家庭规模、是否村干、社交对象、家庭收入、脱贫信心和政策质量期待均不同程度地影响着教育扶贫政策满意度。基于此,在教育扶贫政策实施进程中需优化政策执行环境,以提升脱贫能力为导向,注重教育扶贫“扶志”功能。 In order to accurately grasp the implementation effect of China’s education poverty alleviation policy,based on the 2018 national empirical survey data,the path analysis method is used to explore the influence mechanism of poverty alleviation ability and endogenous motivation on the satisfaction of education poverty alleviation policy.The results show that the satisfaction of the poor to poverty alleviation policies is in the middle level,and the policy implementation environment such as cadre work,publicity of village affairs,procedural justice and policy effectiveness directly affects the satisfaction of educational poverty alleviation policies;in the initial variables,age,health,family size,being a village cadre,social objects,family income,poverty alleviation confidence and policy quality expectations all affect the satisfaction of educational poverty alleviation policies to varying degrees.Based on these findings,in the process of implementing the poverty alleviation policy through education,it is necessary to optimize the policy implementation environment,improve the ability to get rid of poverty,and pay attention to the function of supporting the will of poverty alleviation through education.
