摘要
非营利性民办学校并非必然优于营利性民办学校。要引导举办者选择非营利性民办学校,需要从制度上保障非营利性民办学校可以比营利性民办学校获得更多的公共经费收入或者更高的社会声誉,并且在学校内部的资源配置中确立教师薪酬优先的管理理念和相关制度,用有竞争力的薪酬水平吸引优秀教师和保持教师队伍的稳定性,在薪酬、教师、质量和学校竞争力之间形成良性和稳定的正向联系。
Non-profit private schools do not necessarily perform better than typical profit-seeking private schools.In order to encourage people to choose non-profit private schools over profit seeking private schools,the government should stipulate significantly more financial fund and subsidy for non-profit private schools than profit seeking private schools on fundamental policy levels.Also,the school management system with the focus and with the preference on teacher’s salary should be established in the allocation of school internal resources.To attract excellent teachers and to ensure the stability of teaching staff,relatively high teachers’salary should be adopted,which also would contribute to the positive and steady interaction between school competitiveness and the other factors as salary,school faculty,and the teaching quality.
