突发性公共卫生事件下城市应急物流的协同运作机制

Coordinated Operation Mechanism of Urban Emergency Logistics in Event of Public Health Emergencies

以新冠肺炎疫情为例,分析城市应急物流在突发性公共卫生事件下暴露出的问题与不足,提出在突发性公共卫生事件下从城市应急物流系统外部构建各类应急物资需求响应机制和干线物流的保障机制,从系统内部构建决策、管理、操作等协同机制,从而实现城市应急物流的协同运作,并给出了突发性公共卫生事件下城市应急物流协同机制实施的具体建议。

Taking the Covid-2019 Pandemic as example, this paper analyzes the problems and deficiencies exposed in the urban emergency logistics system during the outbreak of public health events, and proposes to build various emergency supplies demand-response mechanism and trunk logistics support mechanism outside of the urban emergency logistics system to counter the sudden public health incidents;and at the same time, set up the collaborative decision-making, management, and operation mechanisms, etc., from within the system, so as to realize the coordinated operation of the urban emergency logistics system. At the end, it gives specific suggestions for the implementation of the urban emergency logistics collaborative mechanism in the event of sudden public health emergencies.
