经济法的立法统合,是基于解决现实问题的需要,对相关经济法规范进行的"系统整合"。它有助于推动法治建设,促进经济和社会发展,完善国家治理体系,是提高立法质量和法治水平的重要路径,同时,其在立法积累、立法时机、立法参与等方面亦具有可行性。鉴于上述立法统合的前提已经具备,应分别从理论和实践维度,为多层次、多形式的经济法立法统合提供坚实的理论支撑,并在立法模式、形式、体例等方面作出立法战略和立法技术层面的选择。在上述的立法准备中,应切实体现和贯穿创新、协调和开放等发展理念,这更有助于完善经济法的立法理论,全面推进经济法的立法统合乃至整个法律体系的发展。

The legislative integration of economic laws is based on the need to solve practical problems and“system integration”of relevant economic law norms.It helps to promote the construction of the rule of law,promote economic and social development,and improve the national governance system,an indispensa-ble process for enhancing the rule of law and the quality of legislation.It is also feasible in respect of legislative accumulation,legislative timing,legislative participation,etc.In view of the prerequisites for the above legisla-tive integration,we should provide solid theoretical support for the integration of multi-level and muli-form economic law legislation from the theoretical and practical dimensions,and choose legislative strategies and legislative techniques for legislative models,forms,methods,etc.In the above legislative preparations,the development concepts of innovation,coordination,and opening should be effectively reflected and penetra-ted,which is more conducive to improving the legislative theory of economic law,and comprehensively pro-moting the legislative integration of economic law and the development of the entire legal system.
